Today consent.live.com, the interface for granting permissions to get access to your Content Providers (such as, read your contacts, invite people to your list, etc) to websites, has been updated to match the Wave 3 style. You will mainly only get to see this page when signing into a website using Windows Live Delegated Authentication.
